PluginElements: use unit meter internally to avoid conversions

For consistency and #45 the plugin elements (septum, ccollimator, probe and stripper) should use unit m instead of mm. This will remove conversions and is much less error-prone.

To avoid further merging difficulties, I will do this only after GasStripping is merged from OPAL-2.0 into master.

How far are we with this?

@gsell is the GasTripping merged ?

GasStripping is not yet merged to master. I was asked to do it, and it is on my list, but I haven't had time for it.

Nope .. I haven't found the time to do this yet, I will do it in the coming months (if HIPA is in shutdown mode I should have some more time).
