cleanup: remove IPPL_USE_PARTIAL_SPECIALIZATION
Remove code if IPPL_USE_PARTIAL_SPECIALIZATION is not defined.
Code indexing in gitaly is broken and leads to code not being visible to the user. We work on the issue with highest priority.
