Remove code compiled if IPPL_USE_MEMBER_TEMPLATES is not defined or not used.

@gsell: Currently we don't define IPPL_USE_MEMBER_TEMPLATES, do we? So would removing code where it is not defined introduce until now untested code?

By the way the description should read IPPL_USE_MEMBER_TEMPLATES instead of IPPL_USE_STANDARD_HEADERS.
