General elements for electrostatitic and magnetostatic fields

Summary

Currently not every element can be modeled with a specific element in Opal. Instead one has to use 3D field maps and either a solenoid (only for magneto static fields) or an rf cavity. This isn't very intuitive. Instead we could provide "blank" elements for the general case, e.g. GENERALELECTROSTATIC and GENERALMAGNETOSTATIC.
