target to build Doxygen documentation should be added to CMake configuration

In the CMake configuration a target to build the OPAL Doxygen documentation is missing. Only a target for the optimiser exists. I would suggest to define a common target 'doc', which can be used to build the OPAL and the optimiser documentation.
