visualisation widget base class - BECFigure and BECPlotBase

BECMonitor and MotorMap use very similar logic how to create plot layout, store data and general config API, in future these could be unified into visualisation widget base class.
BECFigure will have similar role as Figure in matplotlib → same syntax and logic for CLI
