adding option SCALABLE to distribution to make generation scalable. Time dependency and scalability can be chosen independently

go back to e4cbacb1, investigate a scalable emission in a separate branch

ParallelTTracker. Particle-Matter interaction doesn't work either at the moment.

I hope that I didn't create too much of a mess when merging!

Matthias: Removal of unnessecary functions in matched distribution. Using OpalExceptions instead of standard exceptions.

Revert "In case a distribution has OFFSET, in OPAL-cycl the referernce particle has to be adjusted."

This reverts commit 20d8e10d.

Need this for OPAL-t, OPAL-cycl coupling in lieu of gantry simulations (Jozef).
