Fixed priority in epicsadapter

Added a libuv based picoserverli which allows access to the picoscope from multiple clients properly

the radial collimator controller at HRPT which has no proper termination
- Fixed a bug which caused the mode not being properly switched at TASP. This
is triggered by chnages to the MN ot TI parameters. Which did not call the
callback doing the switch when the value was identical to the one stored. The
fix sets the value of the other preset to 0.
- Added a testmongo script which tests if all instruments still have the
connection to the MongoDb open

Added stick to the motors for TASP
Tried to fix an issue with AsynSrv regarding EAGAIN

Modified the mongodb logging code to write and query on a single DB and instrument specific collections
This is still with the sinqTestDB. I still need to change for production

Enhanced the lmd400 code in lmd200 to cater for the additional 2 fields which had been added

- fsm.c: fixed bug
- ipsdriv.c: fixed problem with old PS: no negative field, resolution

. This the was called from a thread which did not have a connection to the MongoDB. This caused a core dump.
