changed to new attenuator IOC

Hi Sven,

This includes the changes necessary to read and set transmissions with the new IOC. A quick test worked out. Still missing is the showing of the slits functionality and proper waiting. The IOC now works differently internally, you give it a setpoint and then after a few seconds it starts to move. So from the PV of the setpoint no waiting is possible. One could compare the "resulting" with the "current" values but that is for another commit.
