Removal of psDumpLocalFrame

fixing a nasty bug that caused the CollimatorPhysics to produce different results in every run; cleaning up

- check whether the destroy events are inside the list in destroy
  method for multiple destroy events

- ParticleAttrib<T>::destroy(...):
  * avoid comparison of signed and unsigned
  * code review

- IpplParticleBase<PLayout>::performDestroy(): if we have to sort the
  destroy list, there is no need to loop over *all* events.
