Optimizer: Mutation + CrossOver at runtime

    The cross over and mutation are template parameters. Currently, we only use "BlendCrossover" and "IndependentBitMutation". It would be nice to select this at runtime.

        This is a fast fix. In long-term perspective we should restructure the optimizer such that mutation and cross over types are not template parameters, thus, the interface to the algorithm would be nicer as I did it now.
