Resolve "LONG-TRANSV-SHORT-RANGE wake not implemented"

This MR:

• throws exception for LONG-TRANSV-SHORT-RANGE and unknown type
• cleans up some code in WakeOPAL and wake classes
• adds license headers for affected files
