Log server

What about adding a new bec-log-server
to our portfolio of services ?
The role of the log server would be to aggregate log messages from the different components, via a specific loguru handler for each BEC service. The log server would receive log messages and save the log files in one place, configured via command line interface or .yaml configuration file as other BEC services.
The log server would not communicate via redis. The specific protocol can be HTTP. This is to alleviate log messages communication from the key-value store and cache duties.
Clients willing to display log messages could make a HTTP request (for example): on-demand, not pushing.
This issue is also a follow up of !529 (merged) ;
storing 1 message per log endpoint in redis sounds wrong (
