ci: exit job if no artifacts need to be uploaded to pypi
Finish semver job with success if no artifacts have been created during the build step in dist folder (e.i. when version doesn't change).
Code indexing in gitaly is broken and leads to code not being visible to the user. We work on the issue with highest priority.
